Management and Program Analyst *RPP Only*

The incumbent serves as a Project Manager responsible for accomplishing major analytical studies and/or projects relating to the substance of key programs of the Internal Revenue Service. The assignments are usually carried out on behalf of the National Office and involve some of the most complex programs, systems, or issues that are Servicewide in scope and are of critical importance to the mission of the Service. The studies are of such breadth and scope that they require input from other analysts and subject-matter experts. As a MANAGEMENT AND PROGRAM ANALYST, you will:
Meet with managers and executives within the Service to define the overall goals and objectives of the project. Prepare short and long term complex action plans and schedules for various phases of project accomplishment, both short and long-range; ensure that plans are consistent with Service goals, schedules and policies. Prepare recommendations for resource requirements to accomplish the project; negotiate with managers of various components of the Service to obtain needed resources and support. Direct, coordinate, and integrate the work of employees assigned to the project. Review the work of project participants for adherence to established policies and to ensure compatibility and consistency in meeting overall project objectives. Conducts in-depth analyses of project data and requirements to identify problem areas, assess impact, and formulate solutions; prepares policy statements, and other written guidelines and recommendations relating to the project. Coordinates and establishes operating methods and procedures for accomplishment of project mission; directs the development and accomplishment of employee and customer training relating to the project. Prepares HCO directives, memoranda, service-wide policy Conducts briefings and prepares comprehensive reports to keep managers and executives advised of project plans and progress and to communicate findings and recommendations. You must have at least one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 grade level in the Federal service. Specialized experiencefor this position includes:
Knowledge of a wide range of analytical and evaluative methods and techniques, qualitative and quantitative, sufficient to accomplish complex projects or studies broad in scope and magnitude. You must also have a knowledge of a full range of Federal laws, policies, regulations, and precedents applicable to the segment(s) of the Service's program affected by the assigned project or study; Knowledge of the overall mission, objectives, functions, policies, and organizational structure of the Internal Revenue Service; Knowledge of management principles and processes to perform program or project management duties and to effectively coordinate and integrate program or project objectives and recommendations; Ability to direct the work of others and to maintain harmonious relationships with all parties, and the ability to communicate effectively both orally and in writing with Leadership at all managerial and technical levels. In addition, to be qualified for this position at this grade level, you must have experience leading or providing key support for enterprise or corporate level programs or projects that meet strategic program plans, objectives and goals. Your resume must indicate knowledge of and experience with the principles and application of project management, requirements management and managing requirements of the Federal Information Systems Management Act for moderate or high risk systems for enterprise or corporate level programs or projects. - The experience may have been gained in the public sector, private sector or Volunteer Service. The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
