VideosDuties Responsibilities listed below are at the full performance level GS-13.
Provides technical, project, and design support for a diverse range of engineering and dams projects, Develops and maintains Regional Dam decommissioning, maintenance and capital improvement projects and prioritizes projects based on public and employee safety as well as agency and regional objectives.
Prepare scopes of work for architectural and engineering (A/E) service contracts.
Assesses feasibility of proposed dams and impoundments with the support of Regional specialists such as geologists and hydrologists.
Assesses structural and hydraulic adequacy of existing dams to insure safe performance and compliance with current standards.
Prepares procedural guides to assist Forest Engineers in accomplishing their dam program responsibilities and meeting the requirement of established standards and policies.
Develops addendums to policy to address issues specific to the Region.
Performs as a Geotechnical Technical Advisor or Contracting Officer?s Representative on complex projects, guiding and evaluating contractor work.
Assists in the management and compliance with dam safety provisions of permits on authorized dams on Forest Service lands through the coordination with permit administrators and state and federal regulating entities.
Prepares scopes of work for service contracts.

Degree:
Engineering.
To be acceptable, the program must:
(1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics:
(a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.
ORCombination of education and experiencecollege-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering.
The adequacy of such background must be demonstrated by current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico.
Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.
g.
, State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration.
For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions.

The adequacy of such background must be demonstrated by evidence of having successfully passed the Fundamentals of Engineering (FE) examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico.
ORCombination of education and experiencecollege-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering.
The adequacy of such background must be demonstrated by successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements.
The courses must be fully acceptable toward meeting the requirements of a professional engineering program.
ORCombination of education and experiencecollege-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering.
The adequacy of such background must be demonstrated by successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.
g.
engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance.
Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.
g.
, in interdisciplinary positions.

Specialized Experience Requirement:
For the GS-12:
You must have one year specialized experience equivalent to the GS-11 in the Federal service.
Specialized experience is defined as two or more of the following:
Carrying out hydraulic engineering studies and investigations related to watersheds, dams, and river systems; and/or Developing and directing risk analysis of dam hazards; and/or Performing field inspections and contract administrative support for ongoing restoration projects for dams, watershed, river, and stream restorations; and/or Performing condition and safety inspections of low, significant, and high-hazard dams; and/or Preparing designs and contracts for a wide variety of projects related to geotechnical and hydrological studies, dam assessments and investigations, dam repair and removal; and/or Serving as a technical expert and providing wide range of technical advice and consultation to leadership and programmatic specialists about problems affecting dam management and restoration techniques.
For the GS-13:
You must have one year specialized experience equivalent to the GS-12 in the Federal service.
Specialized experience is defined as three or more of the following:
providing technical support for the feasibility, design, modification, and construction of new and existing water dams; and/or planning and conducting geotechnical investigations and assessments in support of construction projects; and/or assessing structural and hydraulic adequacy of existing dams to ensure safe performance and compliance with current standards; and/or conducting reviews and coordinating safety, hazard, and geohazard evaluations on dams to quantify risk, population-at-risk, and watershed and environmental impacts; and/or ensuring management and compliance with dam safety provisions on dams through the coordination with state and federal regulating entities.
